Newfoundland and Labrador Provincial Nominee Program
Newfoundland and Labrador have a rich history due to being located right and the edge of Canada on the Atlantic Ocean, where you can site whales as well and ice bergs floating by, as they travel down from the Arctic. The land saw Vikings settle there long before anywhere else in North America. The area is rich with culture, having produced a musical east coast sound by combining Celtic and Canadian flavours together. Many immigrants have made their home in Newfoundland and Labrador to enjoy a heritage wrapped up in the culture of the people and the sea, fishing, boating, the incredible shorelines, the elements and all that fresh air!
The Newfoundland and Labrador Provincial Nominee Program accepts applications from qualified Skilled Workers or International Graduates, who, along with their immediate family
members, wish to make a permanent home in Newfoundland. It covers applicant whose skills fall under the NOC 0 or A occupational skills, including Managerial jobs NOC skill 0, Professional jobs NOC skill A and Technical jobs and skilled trades jobs NOC skill B.
You have the option of first applying through the Federal government and if you score at least 67 points out of 100 on the PNP point assessment grid, you may be entered into the Express Entry pool. If the NLPNP finds your profile in the IRCC’s pool, and after assessing whether or not you meet the requirements of the program, based on the contributions you can make to the workforce and community, decides that you are a suitable candidate for settling in the province, and may invite you to apply to one of the province’s immigration programs. If you are found to be a suitable candidate to settle in the province, you may be nominated by the NLPNP to have your application added to the Citizenship and Immigration Canada Entry pool for a chance to be selected for permanent residence status in Newfoundland and Labrador.

Newfoundland and Labrador Skilled Worker Program
This program allows NLPNP to nominate highly-skilled foreign nationals who wish to immigrate to
Newfoundland and Labrador in order to strengthen the economy and fill any voids the labour force that can’t be filled by available Canadians or permanent residents.
In order to qualify, you must:
- have a full-time, permanent offer of employment in a position with regional wages and benefits, with a Newfoundland and Labrador employer
- have an IRCC issued Work Permit, or be eligible for one, that has at least 6 months left on it before it expires
- have secured a position that will not result in employment disputes or contravene provincial bargaining unit agreements that have opportunities for advancement
- ensure that your employer can verify that they require an employee with your training and skill set and that your employer also meets the requirements of the program
- have the training, qualifications, skill set and required accreditation required to fill the position, including a post-secondary degree, diploma or certificate equivalent to Canadian standards for the same position
- prove that you plan, and are able to, settle in Newfoundland and Labrador on a permanent basis
- verify that the level of your language skills is adequate enough to perform your NOC 0 or A level occupation, at Canadian Language Benchmark level 7, in English or French, by submitting an Affidavit stating so from your Newfoundland and Labrador employer, or by providing documents from a CIC approved Educational Credential Assessment institution
- show documentation that proves you have adequate settlement funds for you and your family in the province
Newfoundland Express Entry Skilled Worker Program
This program allows those that have already qualified on a federal level first, by scoring enough points and meeting requirements, including having enough work experience, to be issued an Express Entry profile and entered into the Express Entry pool. The NLPNP may assess your profile and invite you to apply to one the provincial immigrant programs. If you are found to be a good candidate for permanent residence status in the province, the NLPNP may nominate you to be added to the IRCC pool of candidates, from which federal government selects permanent residents for Canada.
In order to qualify for this program, you must:
- score at least 67 out of 100 on the PNP point assessment grid
- have a full-time, permanent offer of employment in a position with prevailing regional wages and benefits, with a Newfoundland and Labrador employer
- have an IRCC issued Work Permit, or be eligible for one, that has at least 6 months left on it before it expires
- have secured a position that will not result in employment disputes or contravene provincial bargaining unit agreements
- ensure that your employer can verify the need for your training and skill set and that your employer meets the requirements of the program as well
- have a Canadian post-secondary degree or diploma, or certificate or a CIC approved Educational Credential Assessment verifying your education, training, qualifications and skill set measures up to Canadian standards
- prove that you plan, and are able to, settle in Newfoundland and Labrador on a permanent basis
- verify that the level of your language skills, in English or French, is adequate enough to perform your job, by submitting an Affidavit stating so from your Newfoundland and Labrador employer, or by providing documents from accredited education and training institutions
- show documentation that proves you have adequate settlement funds for you and your family in the province
Newfoundland and Labrador International Graduate
Recent graduates with a Post-Graduate Work Permit who are working or have an offer of employment from a Newfoundland and Labrador employer may apply to immigrate through the Newfoundland and Labrador Provincial Nominee Program.
In order to meet the requirements for this program, you must:
- prove that you intend to settle in Newfoundland and Labrador on a permanent basis
- show proof that you finished at least half of your educational program in Canada and graduated from an approved publicly funded Canadian college or university
- prove that you graduated from diploma or degree 2-year program, that you attended on a full-time basis, in person or
- have graduated from a 1-year post-graduate degree program and certificate program with a degree or diploma as a prerequisite in Canada or abroad
- have secured a permanent full-time position with a Newfoundland and Labrador employer, that applies your field of study, or a related field of study
- obtain a valid IRCC Post-Graduate Work Permit with a minimum of 6 months left before expiring, that allows you to work in Canada
- ensure that you have the proper licensing and qualifications, special training and skills required for the position
- secure a position with wages based on regional rates and benefits with an opportunity for advancement
- make sure accepting your position will not result in employment disputes or contravene provincial bargaining unit agreements
- prove you have adequate funds to settle you and your family in Newfoundland and Labrador
- prove that you have sufficient language skills in English or French to function well in your workplace by submitting documents from accredited education and training education institutions, or, obtain an Affidavit that verifies your English Language skills from your full-time Newfoundland and Labrador employer
