Saskatchewan International Skilled Worker Program

This program covers highly skilled International workers living abroad, including: Managerial jobs NOC skill 0, Professional jobs NOC skill A and Technical jobs and skilled trades jobs NOC

skill B. Applicants must have already qualified for the Canadian Experience Class, and have a valid profile registered in the Express Entry pool.

In order to meet the criteria, workers who want to settle in Saskatchewan must:

• have a score of at least 60 points out of 100 for suitability on the (SINP) point assessment grid
• have at a minimum of one year’s experience working in your skilled occupation during the past ten years
• meet the requirement of have level 4 language skills according to the Canadian Language Benchmark standards in English or French (although some employers require higher language skill levels) and show test results from a CIC approved institution to establish your level of language skills
• prove that you are eligible for compulsory Regulated Occupations and Licensing in your skilled profession or trade
• show that you have permanent, full-time offer of employment with a Saskatchewan employer or a guaranteed offer of employment in a designated trade or a position that falls under National Occupational Classification – Matrix level A, B or 0
• prove that you have settlement funds for you and your family to travel and start life in the province

Saskatchewan Experience Category

This program covers foreign nationals currently living and working in Saskatchewan on a valid work permit, who possess NOC B class occupational skills. You must have already qualified for the Express Entry Skill trades stream by scoring at least 67 out of 100 on the PNP point assessment grid and have registered a valid profile in the Express Entry pool. The province may assess your profile and invite you to apply to one of the immigration programs based on several factors, including having already qualified for the Canadian Experience Class. This category includes applicants with existing work permits, health professionals, hospitality industry workers, truck drivers and students. If the province finds you to be a suitable candidate to settle in Saskatchewan, your application may be nominated to be considered for permanent resident status.

Saskatchewan Immigration Nomination Program Application Streams

Applicants with existing work permits

This stream is for foreign nationals who are working in positions requiring skill level NOC “A”, “B”, or “0”, in Saskatchewan for at least six months, on a valid IRCC work permit. To be eligible for this sub-category, you must meet the criteria below. You must:

• have a valid IRCC work permit
• have a valid SINP ‘Job Approval Letter’
• have been working in Saskatchewan a minimum of 6 months at an approved job on a valid work permit for the same Saskatchewan employer who has offered you a job
• have secured a permanent full-time offer of employment from an approved Saskatchewan employer, that requires NOC skill level “B”, or “0” or be working in a designated trade
• Prove that you are eligible or already have the mandatory licensure and certification required for your occupation by Saskatchewan standards, if applicable
• have a minimum of level 4 in language skills according to Canadian Benchmark standards

Food and Beverage Servers need to apply under the Hospitality Sector Pilot Project sub-category.

Saskatchewan Entrepreneur Program

Foreign nationals who wish to immigrate as an entrepreneur must first submit an ‘Expression of Interest’ to the SINP. If the province decides that you are a good asset to the province on many levels, they will invite you to apply to enter the province as an entrepreneur. You must establish

yourself in a business with an active income, providing services or selling items. If the province sees that you have met your obligations as an entrepreneur, after 2 years, the SINP may nominate your application to be entered into the IRCC pool for consideration for permanent resident status.

In order to meet the criteria of the program, you must: 

• have a personal and business net worth of a minimum of $500,000.00 CAD
• have at least three years business management or entrepreneurial experience that pertains to your business or field within the past ten years
• invest at least $300,000.00 CAD in Regina and Saskatoon or
• invest at least $200,000.00 CAD in any other Saskatchewan community
• show that your language skills meet the standards required to do business in the province
• submit proof indicating that you have researched the feasibility of your plan thoroughly and in person

Saskatchewan Farming Program

This program covers those seeking to buy and operate a farm in Saskatchewan. After submitting an ‘Expression of Interest’ that illustrates your ability to invest and actively and successfully

run a farming operation, you may be invited to submit an application to the SINP to allow you to settle and farm in the province.

You will be required to submit extensive documentation along with your application, as well as be available to attend an interview in person at an SINP office to review any submitted documents to support your suitability as a candidate, including income tax and other financial statements proving assets, etc., a business plan as well as any entrepreneurial and farming experience.

In order to meet the criteria you must:

• spend at least 5 days in Saskatchewan to research the viability of establishing farming operations in the province, and verify the exploratory visit by showing you have created a comprehensive and practical farming business proposal for your venture that reflects your visit, based on discussions with consultants, professionals, regulatory bodies, etc.
• meet with an officer at the SINP representative to discuss your proposed farm operation.
• sign a Performance Agreement with the province to purchase and actively operate a farming business in Saskatchewan, and make a deposit of $75,000.00 CAD, only refundable upon the completion of the terms and conditions the agreement within 2 years of landing in Saskatchewan
• prove that you have a net worth of at least $500,000.00 CAD that was amassed legally and supported with income tax and financial statements
• prove that you have at least 3 years’ experience owning and managing a farm along with sufficient practical skills, knowledge, education and training in areas of farming technology and business, to successfully operate a farm, and be able to transfer background in farming to your new Saskatchewan farming operation
• show income tax returns that prove that you were able to generate an adequate income from farming
• plan to permanently settle in Saskatchewan with family members, and establish a farming business or invest in an established farm

Saskatchewan Young Farm Owners and Operators

This program allows experienced young farm owners and operators the opportunity to apply to settle and farm in the province’s vast rural areas. The province has established avenues to help you learn about farming in the province including Saskatchewan Agriculture-Food and Rural Revitalization.

In order to meet the criteria of this stream, you must:

• spend at least 5 days in Saskatchewan to research the viability of establishing farming operations in the province, and verify the exploratory visit
• be less than 40 years old
• create a comprehensive, practical farming business proposal for a profitable farming operation, (that will earn a minimum of $10,000.00 CAD a year), that reflects your research, consultations or formal coursework pertaining to farming factors and conditions in the province
• ensure you and/or your spouse are able to find work to supplement the income generated by the farm, if required, by having sufficient backgrounds in education, training, employment skills and experience
• sign a Performance Agreement with the province to purchase and actively operate a farming business in Saskatchewan, and make a deposit of $75,000.00 CAD, only refundable upon the completion of the terms and conditions the agreement within 2 years of landing in Saskatchewan
• prove that you have a net worth of at least $300,000.00 CAD, accumulated under legal circumstances
• prove that you have at least 3 years’ experience owning and managing a farm and/or have sufficient practical skills, knowledge, education and formal coursework in areas of farming technology and business, to successfully operate a farm, and be able to transfer your background in farming to your new Saskatchewan farming operation
• plan to permanently settle in Saskatchewan with family members, and establish a farming business or invest in an established farm
